put the overlay operator topic

Hi, I'd like to know how to put the overlay SFR android 4.3
I tried to flash the official rom SFR but it does not put my overcoat SFR.
When I flash the rom, it change my CSC and it gives me a different CSC than SFR
Is this normal, or it is impossible to put a by pass for service?
