My device ***relock*** & s-on

When I plug it to the computer . bootloader stops working

I can't connect my device to PC

no fastboot
no usb storage

There is no way to enter from the computer to the device

They told me that the kernel is damaged .. I have ota zip from last update 2.18.401.2 .. Can I installed again somehow ??
Maybe I can fix kernel ??

please help me :(
