[Q] place a photo/icon on screen, on top always? topic

Hey all. Hope this is the correct forum to post this 'different' question on;

I'm hoping to find a way to place a small image or a [custom] icon somewhere on my screen (floating/movable would be great, but not absolutely necessary),, and to keep it always on top of other screens.

I've rooted my EVO 3D (still using stock ICS ROM though, have no need for another one, just wanted access to do some tweaks) if that helps.
