[Q] How to add languages - Hebrew/Russian topic

Hi,
I bought that SGH-M919 (Galaxy S4 from TMobile) unlocked.
I don't have Hebrew/Russian and many more... in difference to the I9500 I also have.
What is there to do - is there official way to resolve that problem ?
I prefer to avoid changing to unofficial rom (I saw Infamous supports those languages).
