4.3 Update problem topic

I have a problem when I try to update my phone to the latest firmware, with the OTA or by Odin (my Note 2 is currently on 4.1) because when I am on the 4.3 firmware I can't send message or call someone, only on the 4.3 firmware. My IMEI is normal, all my APNs are correctly set...
