[Q] Can a device have no bootloader? topic

I have a cheap tablet rk2928, came with stock root via adb.
It has recovery which I can get into via adb or the system itself, but using adb reboot-bootloader just restarts the tablet.
any ideas?

I'm pretty new at this stuff, so i'm not sure if there are other ways to get into bootloader mode?
