Able to use fastboot but not ADB topic

I've found myself in a situation where my phone is entirely wiped without a backup, and no operating system on the phone. I'm trying to sideload it, but I cannot access ADB. However, I can use Fastboot. How does this make sense? Does anyone have any advice so I can use ADB to sideload?
