[Q] 4.3 Update forced after battery died? topic

Is it possible for the OTA update to be forced on a user? We have been told at work to deny the update to Android 4.3 because it breaks a custom app we use. Some of the users have reported that they were unable to prevent the update from installing after letting their battery die. Another user stated his battery never died, but it wouldn't let him stop the update.

Is that possible? I've searched google and this forum for answers with no luck. Now I refer to the almighty xda users!
