Quad core or dual core topic

I was wondering which was better a dual core processor with 2.0 gigahertz or a quad core with 1.5 gigahertz. I am comparing the nexus 7 to the Dell venue 8. Those were basically the two best tablets I could find around 0 American dollars. I don't want the people who own either of the tablets to reply with their own opinions I just want flat out specs for which one is better.
