[Q] Did 4.4.2 break USB charging? topic

I'm on VZW with a Moto X Dev Ed (haven't unlocked it yet), and I have a USB charging issue, which I think might be linked to the 4.4.2 OTA update.

Background:
I customarily charge my phone using an unused, powered USB port on my monitor. This has worked fine since I got it in December. The battery stats screen reports "Charging (AC)", and the charging rate seems congruent with AC charging as well. I also know from using this approach with other phones and monitoring current draw that the monitor ports are powered (not even connected via USB cable to the PC) and that previous phones have been able to pull at least 0.8 mA reliably. I was, however, surprised that the Moto X didn't need a switch thrown in the kernel, etc. to enable fast charge over USB.

Problem:
Ever since the 4.4.2 update (I think -- seems like the most significant change I've made to the phone), I've been experiencing a problem with charging. When I plug in to the USB port, one of two other charging behaviors occurs:

1) I plug in and I get the "lightning bolt" icon in the status bar, but the battery screen says "not charging". And the phone's charge indeed does not increase (or does at a very, very slow level not sufficient to offset normal use).

2) I plug in and don't even get the lightning bolt. No charging or indicator.

Observations:
This behavior occurs with different cables and with different USB ports (i.e., the one on my PC). The PC and monitor ports successfully charge other Micro USB devices. So it's not the port or the cable.

A dedicated wall charger (the bundled Moto or others) works fine in any situation as far as I can tell.

A reboot returns the previous ("normal") charging behavior, whereby the monitor USB port initiates "Charging (AC)" mode. But after a certain amount of time (not sure how long, or whether it's cumulative time or # of plug/replugs), charging ability is lost.

I had installed Snapdragon BatteryGuru just before the 4.4.2 update. Uninstalling it had no effect.

So.... any ideas? Is this a known issue to anyone? I've done some medium-depth Googling, and have not been able to find a solution.

TIA for any help.
