[Mod] ChkMod topic

This mod will bring back the status bar on all apps as well as a add more vanilla Settings app.
I've move around some settings, Quick Boot is now under Development Settings. Auto Rotate to display settings. A shortcut to engineering mode can be found under Development Settings.
