[Q] Boot Loop Problem topic

I was trying to root my Galaxy Note 3 and when it went to restart it only goes tot he Samsung Galaxy Note 3 splash screen with the following at the top:

Recovery Booting....
Recovery is not SEANDROID enforcing
Set warranty bit : recovery

Then it powers off and does this again. I continually cycles through this screen. I have tried to power on in download mode to flash a stock firmware to it but it will not open in download mode.
